Osaka’s outspoken mayor, Toru Hashimoto, has ruffled some feathers, saying tattooed city workers are not welcome in Osaka City Hall. Osaka Mayor Toru Hashimoto has told city executives via email that he will not authorize the promotion of any municipal worker who fails to respond to a survey asking if they have tattoos, sources said Tuesday. The Saturday email followed the collection of replies to the city's survey, to which 513 workers had not responded as of May 16.
