DAYTON — The city, reacting to citizen concerns, Wednesday amended its ordinance on towing the vehicles of those with multiple unpaid parking, red-light camera and speed camera tickets.The City Commission unanimously approved the amendments to establish a payment plan; raised the minimum number of unpaid tickets to get on the tow list from two to three; and set up a process for appealing the tows.
